Chapter 566: Orcs' Reproduction and Growth Cycle
The entry in the Appendix by Siege talks about the enemies who initially supported Rohan - so these would be the Dunlanders.
If we quote from the Unfinished Tales, we see that Tolkien indicates that the use of orcs and possible special breeding did not begin before 2990 (so around the time he investigated the Paladin).
This makes the picture very clear: first the Dunlanders were allied, and only after contact with Sauron did he fully fall and start to build an orc army.
Secondly, if Tolkien is correct about the "breeding program" starting in 2990, then as the commentator points out, the orcs and Uruk-hai of Bree would have reached adulthood 28 years later (assuming they aged like humans).
It is possible that the first Orcs and Uruk-hai were created in 2990, so the second "batch" could have been created in 3000, making the Uruk-hai army/Orc spies around 18 years old, but it is considered more likely that Saruman's Uruk-hai army and Orc CIA were both between 20 and 30 years old.
Actually worse: the first generation needed to become fertile again before the second generation (if we assume Saruman's Uruk-hai were 1/4 human) could start being made.
The use of Orcs and possible special breeding was kept secret and could not have started before 2990 at the earliest.
Orc armies seem to have never been used outside of Isengard territory before the attack on Rohan.
If the Council knew this, they would of course have immediately realized that Saruman had turned evil.
So Saruman began to raise his Orc army about 30 years before the War of the Ring.
Around the time he used the Paladin and established a connection with Sauron.
This time was necessary because he still had to do breeding experiments to create the Orcs (which were not Uruk-orcs!).
He first received a large number of Uruk-orcs from Sauron before he began breeding them under the pits of Isengard.
In these early years, he began his evil experiments that led to the creation of the Orcs.
But Uruk-orcs were not Half-Orcs, because you wouldn't have time to create an army of thousands of specially bred Uruk-orcs in such a short time.
Orcs have sallow skin and are the same size as humans, while Uruk-orcs have dark skin and are slightly shorter.
It takes several generations to have black skin, which Saruman didn't have.
This is the first generation of Orcs we see in Saruman's army, the second generation is not yet adults at this time.
However, a side note to the unfinished story is that the appendix does contradict the statement that Orcs were never used in the territory of Rohan.
In 2989, Théodwyn married Éomund, the chief marshal of the Mark.
2r was born, and in 2995, her daughter Éowyn was born.
By that time Sauron had risen again, and the shadow of Mordor stretched across Rohan.
Orcs began to raid the eastlands and slaughter or steal horses.
Others also descended from the Misty Mountains, many of them great Uruk-men in Saruman's service, though this had long been suspected.
Eomund's main duty was to the Eastmarch; he was a great lover of horses and a great hater of orcs.
If news of an attack came, he would usually ride out against them in anger, carelessly and outnumbered.
Thus he was slain in 3002; for he pursued a small party as far as the borders of the Emyn Muil, only to be surprised by a powerful force ambushed in the rocks.

This does mean that Saruman not only used the pits of Isengard as a breeding ground for his army, but also penetrated deep into the Misty Mountains.
This greatly enhances the reality of the situation: you can't house, train and feed an army of 10.000 orcs in such a small space (although he certainly did so in Isengard - especially to control his orc experiments).
This problem could easily be solved by using the caves in the southern part of the Misty Mountains.
All the land west of the North-South Road, including the ancient Elven kingdom of Eregion, is deserted. There are few vehicles on the road and they don't venture out of it.
So you could hide a fairly large orc colony there and use the surrounding land to feed them.
If the orcs prefer mountains, then his Uruk-Hai could be established in the Misty Mountains north of Isengard. No one has ever been to this area either.
But some people think this is not a good choice, because the giant eagles are in the mountains and they will see new orc activity.
It is better to breed on the plains.
Saruman is not only a pioneer of industry in Middle-earth, he is also an expert in genetics in Middle-earth, and he may force the Dunlanders to interbreed with the orcs, which is obviously a bad idea and a nightmare for both orc women and human women.
There is also a theory about the breeding of orcs. They were created from the earth. This was vividly demonstrated in the movie "The Lord of the Rings". We can see the orcs being pulled out of the earth. The way they grow up is like from cocoons. They are ready to be dug out. Is this really the case?
This way of birth is as simple as using a potion formula. If you only need a part of the orc's body, you keep watering it, and then five orcs will grow out in the original position. This also explains why the orcs reproduce so quickly and in such large numbers. You may wonder why this happens, because this is just our guess and we cannot get confirmation from Tolkien.
Now Chang Wei imitates Saruman, and the growth time of green orcs is about the same as that of strong orcs.
Saruman was very surprised when he heard that a new creature had appeared.
Then he tried to let his strong orcs and orcs capture a few green orcs for him to see.
After all, as a technological pioneer in Middle-earth, Saruman's interest in unknown creatures is simply too great.
"Oh? The strong orcs and orcs have surrounded you?"
Chang Wei played with the Supreme Lord of the Rings, wondering whether to make an orc eighteen rings, but it seemed that it didn't match.
Because the Lord of the Rings are all odd numbers, it should be the twelve or fifteen rings of the orcs.
Hearing that Saruman had sent out the Uruks, Chang Wei immediately understood Saruman's idea.
Saruman would not easily send out his Uruks army.
"My king, we are not afraid of them!"
The "boss" of the green orcs said to Chang Wei excitedly.
"I've told you so many times, don't call me the king, call me His Majesty the Emperor!"
Chang Wei struck the "boss" with a bolt of lightning, causing him to fall down with a charred body and smoke.
The green orcs around him trembled for a moment, and then became even more excited.
